I think the perfect persian expression for what you have seen (In case your judgement is correct), is "Mojassameh -ye belaahat". which of course comes from Dayi jan Napoleon!(Jahaangir Foroohar used to say it to Aspiran Ghiaas abaadi)
in English though, you should call him an asshole ;)
